Ballot stuffing is where one person submits multiple ballots during a vote where only one ballot per person is allowed. The name originates from the earliest days of this practice in which people literally did stuff more than one ballot in a ballot box at the same time. In a government election, this is a form of electoral fraud. There are different types of ballot stuffing: Telegraphing is where a person casts votes on behalf of people who do not go to the polls. Padding is where someone votes for dead or fictitious people, and has been done in earlier times when there was little paperwork to keep track of those who had been deceased. The family of the deceased would allow this either to help their party or for money.
